Vista has issues running programs with extra entensions (i.e., the Modpath you add in to the target patch) if you don't run the program as an administrator. Well, are you running the mods from a shortcut or .bat file?
What exactly is the problem? Crashing? No noticeable effect on the game?

i am the administrator and it has no effect on the game. i really have no idea on this because im still in elementary school.

Well, what exactly is the issue? Does the game crash on startup, does it just start the original game?
Do you click a shortcut to start the mod (like normal EaW) or is a .bat file (has a gear looking thing on the icon).

You have to try a .bat file.
Create a new .txt file (right click the screen, hover over new, then hit "text document") It doesn't matter what you name it, but it'd be good to name it after the mod. Open it, and type in (without the quotes) "swfoc MODPATH=Mods\". Then, go to your Mods folder where you extracted the mod. Find the folder in there, and type that folder's name after the "swfoc MODPATH=Mods\" part. So, if you downloaded Rise of the Mandalorians, the folder inside the Mods directory of FoC would be called ROTM. So I'd type in swfoc MODPATH=Mods\ROTM.
See if this works.

It's been a while since I've made a map. You may have to extract them from the game's core files. I really don't know how to do that. Sorry.
I'm sure someone on here knows how, though.
