for some reason i can get online for eeaw but not foc i have a 100% connection but it just wont run it keeps saying cannot connect to gamespy and server refused connection

may I suggest dumping that graphics card lol 
but this problem sounds like your not allowing FOC to get on the internet try running FOC as admin or try and allow it through your firewall, also did you install gamespy arcade by any chance.
